Priority System

The different types of Capital Certificates and Debentures give different degrees of priority for admission.  However, the Capital Certificates and Debentures do not guarantee the admission of applicants. All admissions of applicants to the School are subject to satisfaction of the School’s admission criteria.

The School reserves the right to alter the types of Capital Certificates and Debentures in issue, the rights attached to the Capital Certificates and Debentures and the priority afforded to applicants thereby, and to issue further capital certificates or debentures or notes or other instruments upon such terms and conditions, with the same or different degrees of priority and with or without guaranteed admission, at any time and in any manner, in its absolute discretion.

Priority 1: Corporate Capital Certificates nominees

Corporate Capital Certificates ('CCCs') are issued to assist the business community to be able to place students in the School.

A CCC is issued in the name of a Hong Kong-registered company which has substantial business activities or which is an associated company of a prominent business group.  Supporting documents such as the latest annual accounts must be provided to the School along with the applications for a CCC. The issue of a CCC is subject to the approval of the School’s internal committee.

Each CCC holder is entitled to nominate ONE child of its employee to the School at any one time. The nominee shall only be a son, daughter, adopted son or adopted daughter of such employee.  When the nominated child leaves the School, a holder of the CCC is entitled to nominate another child of its employee to the School by payment of a re-nomination fee in the amount of HKD1,500 or such amount as the School determines from time to time.  For each nomination, documents must be provided to prove the employment relationship between the CCC holder and the parent of the nominated child.   A copy of the birth certificate or other official birth and/or adoption record of the nominated child must also be provided to the School and the original of which must be shown to the School on demand.

Nominated children under CCCs (together with nominated children under ICCs) receive first priority on the waiting list. However, a CCC does not guarantee the admission of any nominated child to the School. Any admission is subject to meeting the admissions criteria as determined by the School and the availability of a place in the class into which admission is sought.

A CCC is non-interest bearing, non-refundable and unsecured.

On the other hand, the School has the discretion to redeem an CCC at its face value from the holder whenever the need arises.

A CCC holder may transfer the CCC with the prior approval of the School. The School shall have the absolute discretion to approve or disapprove the transfer. If the School disapproves the transfer of a CCC, the School may (but is not obliged to) redeem the CCC at its face value.  The transfer of a CCC shall be subject to the payment of a transfer fee, which shall be the higher of 10% of the face value of the CCC and 50% of the difference between the price paid by the CCC holder for such CCC and the transfer price of the CCC.  Upon the transfer of the CCC, the nominated child shall cease to have the right to attend the School immediately.

CCCs can be purchased in advance of the application process. Only limited number of CCCs have been issued.

Priority 1: Individual Capital Certificates nominees

Individual Capital Certificates ('ICCs') are mandatory for Early Years (pre-primary) students (save where such Early Years (pre-primary) students are under nomination by CCCs).

An ICC is issued in the name of an individual. The ICC holder is entitled to nominate one child to the School at any one time. The nominee shall only be a son, daughter, adopted son or adopted daughter of the ICC holder. When the nominated child leaves the School, a holder of the ICC is entitled to nominate another child to the School. A copy of the birth certificate or other official birth and/or adoption record must be provided to the School and the original of which must be shown to the School on demand.

Nominated children under ICCs (together with nominated children under CCCs) receive first priority on the waiting list. However, an ICC does not guarantee the admission of any nominated child to the School. Any admission is subject to meeting the admissions criteria as determined by the School and the availability of a place in the class into which admission is sought.

An ICC is non-interest bearing, and unsecured.

An ICC is refundable at its face value after deduction of administrative costs for the first ICC holder: (a) in the event that the first child nominated by the ICC holder has never been offered a place to attend the School for any reason whatsoever, by the first ICC holder giving the School at least three (3) months’ written notification of withdrawal of the nomination and request for refund; or (b) in the event that the first nominated child by the ICC holder has been offered a place to attend the School in any academic year but the nominated child does not propose to commence (and has never commenced) School for any reason whatsoever, by the first ICC holder giving the School written notification of withdrawal of the nomination and request for refund at least one (1) month prior to the proposed commencement date at the School during that academic year.  Save in the above circumstances, the ICC is non-refundable.

On the other hand, the School has the discretion to redeem an ICC at its face value from the holder whenever the need arises.

An ICC holder may transfer the ICC with the prior approval of the School. The School shall have the absolute discretion to approve or disapprove the transfer.  If the School disapproves the transfer of an ICC, the School may (but is not obliged to) redeem the ICC at its face value.  The transfer of an ICC shall be subject to the payment of a transfer fee, which shall be the higher of 10% of the face value of the ICC and 50% of the difference between the price paid by the ICC holder for such ICC and the transfer price of the ICC. Upon the transfer of the ICC, the nominated child shall cease to have the right to attend the School immediately.

ICCs can be purchased in advance of the application process. Only limited number of ICCs have been issued.

Priority 2: Individual Debenture nominees who are sibling of students under Individual Debenture or Individual Capital Certificate or are applying from a school which is a member of the Harrow family of schools

Individual Debentures nominees (see priority 3 below) who are siblings of students under an Individual Capital Certificate or another Individual Debenture or who are transferring from a school which is a member of the Harrow family of schools receive priority on the waiting list before other Individual Debentures nominees.

Priority 3: Individual Debentures nominees

Individual Debentures (“IDs”) can accelerate places on waiting lists in the degree of priority stated above.

An ID is issued in the name of an individual.  An ID holder is entitled to nominate ONE child to the School at any one time.  The nominee shall only be a son, daughter, adopted son or adopted daughter of the ID holder.  A copy of the birth certificate or other official birth and/or adoption record must be provided to the School and the original of which must be shown to the School on demand.   When the nominated child leaves the School, the ID is refunded in the manner described below. A holder of the ID is not entitled to re-nominate another child to the School.

Nominated children under IDs are given priority on the waiting list. However, an ID does not guarantee the admission of any nominated child to the School. An admission is subject to meeting the admissions criteria as determined by the School and the availability of a place in the class into which admission is sought.

An ID is non-interest bearing, non-transferrable and unsecured.

On the other hand, the School has the discretion to redeem an ID at its face value from the holder whenever the need arises.

An ID is refundable at its face value less any outstanding fees or costs incurred by the student and administrative costs only upon: (i) for students entering the School before Year 9, 6 years after the commencement date of the academic year during which the nominated child first became a student of the School  or three  (3) months after the date the student ceases to be a student of the School, whichever is later; and (ii) for students entering the School in Year 9 and above, three (3) months after the date the student actually completes Year 13 at the School or (if the student ceases to be a student of the School before completing Year 13 at the School) three (3) months after the date that other ordinary students in the same year as the student when he commenced the School would have completed Year 13 at the School.

An ID is also refundable at its face value after deduction of administrative costs: (a) in the event that the child nominated by the ID holder has never been offered a place to attend the School for any reason whatsoever, by the ID holder giving the School at least three (3) months’ written notification of withdrawal of the nomination and request for refund; or (b) in the event that the nominated child by the ID holder has been offered a place to attend the School in any academic year but the nominated child does not propose to commence (and has never commenced) School for any reason whatsoever, by the ID holder giving the School written notification of withdrawal of the nomination and request for refund at least one (1) month prior to the proposed commencement date at the School during that academic year.
