Harrow International School Hong Kong (the School) is one of the four international schools, which are part of the ‘Harrow family’ of schools. The School is independently owned and operated by a not-for-profit company registered in Hong Kong, Harrow International School Foundation Limited, which in turn is wholly owned by Asia International Schools Ltd (AIS), which owns all the international schools, which bear the Harrow name.

On behalf of AIS, Harrow International Management Services Ltd (HIMS) oversees the running of all the Harrow International Schools. It provides technical advice and assistance to support the management of each school.

The School operates under an agreement with the Governors of Harrow School in the United Kingdom. Under that agreement, the School is permitted to use the Harrow name and Arms, and is required to have a Governing Board which, inter alia, is responsible for the overall philosophy, vision, culture and strategic direction of the School, compliance with governing documents and law, and ensuring that appropriate policies and procedures are in place for the day to day operations of the School. The Governing Board is required to include two Governors, or their representatives, of Harrow School, two representatives of the School’s owners, one Director of HIMS, and once fully developed, to be composed of ten Governors:

  • A chairman
  • Two Harrow School Governors, or their representatives
  • Two representatives of the owners of the School
  • One Director of Harrow International Management Services Limited
  • One independent expert in the field of international education.
  • Three other independent people with relevant expertise in education and/or other areas of activity relevant to the School’s activities

The presence of the Harrow School Governors on the governing bodies of the School and HIMS is to assure, inter alia, a consistently high standard of education, reflecting Harrow School’s values and traditions of excellence.

As of May 2015, the Governing Board comprises eight Governors:

  • Chairman – Mr Jack So
  • On behalf of Harrow School – Mr Edward Gould and Mr Kevin Gilbert
  • On behalf of the owners – Mr Daniel Chiu
  • Independent Governors – Mr Arnold Wong, Mr Bryan Gaw and Mr Peter Lee

 

BIOGRAPHIES OF THE GOVERNORS

Mr Jack So Chak Kwong, GBS, OBE, JP: Chairman

Mr So’s career includes positions in the Hong Kong Government and senior positions in the private sector in stockbroking, banking and property development. He served as Executive Director of the Hong Kong Trade Development Council from 1985 to 1992 and as Chairman from 2007. He became Chairman and Chief Executive of the MTR Corporation in 1995, was Deputy Chairman and Group Managing Director of PCCW from 2003 to 2007 and an independent Director of HSBC from 2000 to 2007. Mr So has been a member of the Chinese People's Political Consultative Conference since 2008 and is an International Business Advisor to the Mayor of Beijing. He was appointed Honorary Consultant to the Mayor of San Francisco in May 2013. In October 2013, Mr So was appointed Chairman of the newly established Consultative Committee on Economic and Trade Co-operation between Hong Kong and the Mainland. In January of the same year, he was appointed a non-official member of the Economic Development Commission, and Convenor of its Working Group on Convention and Exhibition Industries and Tourism. Mr So is a non-executive or senior advisor to a number of significant commercial companies and Vice-Chairman of the Hong Kong Philharmonic Society. He is also a Justice of the Peace.

Mr Edward J H Gould MA

After graduating from St Edmund Hall, Oxford, Mr Gould spent his career in education, including 16 years at Harrow School, and retired as Master of Marlborough College in 2004.  He is an Honorary Associate Member of the Headmasters’ and Headmistresses’ Conference (HMC) and was Chairman in 2002. This was accompanied by work for the Independent Schools’ Council (ISC) serving on the Governing Council after which he was elected Chairman for 2006-07. He was co-Founder and Chairman of the Boarding Education Alliance for independent and state schools, a member of the 14-19 Reform Working Party under Sir Mike Tomlinson, and a Board member of the Qualifications and Curriculum Authority (QCA) in the UK. He was Deputy Chairman of the English-Speaking Union of the Commonwealth and Chairman of the United Learning Trust that sponsors Academies. He served on the 2010-2015 UK government’s Ministerial Task Force on Gifted and Talented Education and the National Council for Educational Excellence. He is a governor of six independent schools.

Mr Kevin W B Gilbert BA FCA

A past Harrow parent, Mr Gilbert is a retired accountant who was a partner of PricewaterhouseCoopers. He is a member of several committees of the Harrow School Governing Board, a Director of Harrow International Schools Limited and chairs the Harrow School Foundation Audit Forum.  Mr Gilbert is also a Governor of The John Lyon School.

Mr Daniel Chiu

Mr Chiu is the Chairman of Fortune Oil Limited, of which he has been a Director since August 1993 and was Chief Executive prior to becoming Vice-Chairman in October 1994.  He is also Chairman of Federal Asia Company Limited, a private trading company with extensive operations in China.  Mr Chiu is the founder of the Harrow International Schools in Bangkok, Beijing, Hong Kong and Shanghai.

Mr Arnold Wong MA

An Old Harrovian, Mr Wong was at The Park from 1987 to 1992 and holds an M.A. in Jurisprudence from Oxford University. He is a Chartered Accountant and spent a number of years in investment banking. Mr Wong is the Co-Founder and Managing Director of Press Room Group, a Hong Kong based hospitality company.

Mr Bryan Gaw BA

Mr Gaw is an Executive Director of Kerry Properties Limited, a property investment and development company headquartered in Hong Kong, with a portfolio of assets in Hong Kong and the PRC. He is also the Chairman of KerryKidz, a company developing indoor children's playgrounds in the PRC to help promote character strengths in young children. Mr Gaw has previous experience in private equity, management consulting, strategic planning and business development.  He holds a Bachelor of Arts in Political Science from Princeton University and a MBA from Stanford’s Graduate School of Business.

Mr Peter Lee Ka Kit

Mr Lee joined Henderson Land Group in 1985 as an Executive Director and is currently the Vice Chairman. He is also the current Vice Chairman of Henderson Investment Limited, a Director of The Hong Kong and China Gas Company Limited and a non-executive director of Bank of East Asia. Mr Lee is currently a Standing Committee Member of 12th Chinese People's Political Consultative Conference (CPPCC) and was a National Committee Member and Vice Chairman of the Subcommittee for Economic Affairs of the 9th, 10th and 11th CPPCC. Mr Lee is a Justice of the Peace and a member of the Special Needs Group Task Force under the Commission on Poverty of the Hong Kong SAR Government.
