Governance

Harrow International School Hong Kong (the School) is one of the four international schools which are part of the ‘Harrow family’ of schools.

The School is independently owned and operated by a not-for-profit company registered in Hong Kong, Harrow International School Foundation Limited, which in turn is wholly owned by Asia International Schools Ltd (AIS).  AIS owns all the international schools which bear the Harrow name.

On behalf of AIS, Harrow International Management Services Ltd (HIMS) oversees the running of all the Harrow International Schools. It provides technical advice and assistance to support the management of each school.

The School operates under an agreement with the Governors of Harrow School in the United Kingdom. Under that agreement, the School is permitted to use the Harrow name and Arms, and is required to have a Governing Board which, inter alia, is responsible for the overall philosophy, vision, culture and strategic direction of the School; compliance with governing documents and law; and ensuring that appropriate policies and procedures are in place for the day to day operations of the School. The Governing Board is required to include two Governors of Harrow School (or their representatives), two representatives of the School’s owners, and one Director of HIMS. The Governing body is composed of ten members:

  • A Chairman
  • Two Harrow School Governors, or their representatives
  • Two representatives of the owners of the School
  • One Director of Harrow International Management Services Limited
  • One independent expert in the field of international education.
  • Three other independent people with relevant expertise in education and/or other areas of activity relevant to the School’s activities

The presence of Harrow School Governors and HIMS in governance is to assure, amongst other things, a consistently high standard of education, reflecting Harrow School’s values and traditions of excellence.

As of March 2018, the Governing Board comprises eight Governors:

  • Chairman – Mr. Edward Gould
  • On behalf of Harrow School – Mr. Adam D. Hart and Ms. Debra Price
  • On behalf of the owners – Mr. Daniel Chiu and Mr. Eric Leung
  • Independent Governors – Mr. Arnold Wong, Mr. Bryan Gaw and Mr. Peter Lee

Mr. Edward Gould

Edward GouldMr. Edward Gould has served as a Governor at Harrow for 12 years, and is also Chairman of the Harrow International Schools Board.

Mr. Gould studied at St. Edmund Hall College, University of Oxford, where he was an Oxford rugby blue and GB rower.  He began his teaching career at Harrow UK, and later became Headmaster of Felsted School and Master at Marlborough College where he served for 11 years.

He was elected Chairman of the Headmasters’ and Headmistresses’ Conference in 2002 and has sat on the Board of the Qualifications and Curriculum Authority, as well as that of the Independent Schools’ Council.

Mr. Gould was Co-Founder and Chairman of the Boarding Education Alliance, Deputy Chairman of the English-Speaking Union of the Commonwealth, and was part of the UK government’s Ministerial Task Force on Gifted and Talented Education as well as the National Council for Educational Excellence. 

He was also Chairman of the United Learning Trust, one of the largest groups of schools in the United Kingdom.

Mr. Daniel Chiu

Mr. Chiu is the Chairman of Harrow International Management Services Limited and the founder of the Harrow International Schools in Bangkok, Beijing, Hong Kong and Shanghai. He is also a Governor of all the Harrow International Schools. Mr. Chiu is currently the Chairman of Fortune Oil Limited (previously known as Fortune Oil PLC), of which he has been a Director since August 1993 and was Chief Executive prior to becoming Vice-Chairman in October 1994.

He is also Chairman of Federal Asia Company Limited, a private trading company with extensive operations in China, and holds Honorary positions of the following: 

  • Council Member of China Overseas Friendship Association; 
  • Honorary Citizen of Maoming, The Guangdong Province; and 
  • Executive Committee Member of All-China Federation of Industry & Commerce. 

Ms. Debra Price

Ms. Price spent 26 years at Benenden School in the UK, most recently as Deputy Head, and was one of the founding trustees of the Benenden School Hong Kong Trust.  After leaving Benenden in December 2015, she became an educational management consultant advising schools on areas such as governance and compliance, development and external relations.

She is also a Director of Gresham Books, a specialist publisher for schools, and writes and speaks regularly on the development of Critical Thinking skills. As the representative of the Harrow Governors, she is a Governor of the Harrow International Schools in Bangkok, Beijing, and Shanghai as well as in Hong Kong. Ms. Price holds a First Class bachelor’s degree in History.

Mr. Adam D. Hart

Mr. Hart is a partner in London Bridge Capital Partners LLP, a London-based independent corporate finance firm that works in the fields of M&A, fundraising and corporate advice. He holds a Law degree and is a chartered accountant. He has held senior positions in various UK financial services firms, is past Chairman of the London Stock Exchange’s AIM Advisory Group and is a director of a number of companies.

Mr. Hart is a Governor of Harrow School and is a Director of Harrow International Schools Limited, the company that manages the relationship between Harrow School and the Harrow International Schools in Bangkok, Beijing, Hong Kong, and Shanghai, where he is also a Governor.

Mr. Eric Leung

Mr. Leung is the Executive Director of Harrow International Management Services Limited. He oversees the operations and business development of Harrow International Schools in Asia. He is a Governor of the Harrow International Schools in Bangkok, Beijing, Hong Kong and Shanghai.

Prior to joining the Harrow family of schools in Asia, Mr. Leung was the Chief Executive Officer and an Executive Director of Carnival Group International Holdings Limited from 2014 to 2016, was Deputy Managing Director, Executive Director and Chief Financial Officer of China Gas Holdings Limited from 2005 to 2014, and worked in investment banking from 1992 to 2005. Mr. Leung is a lawyer by training, and is qualified to practise Law in Hong Kong, England and Wales, and Australia. Law firms he has previously served include Baker & McKenzie and Linklaters.

Mr. Arnold Wong

An Old Harrovian, Mr. Wong was at The Park from 1987 to 1992 and holds an M.A. in Jurisprudence from Oxford University.

He is a Chartered Accountant and spent a number of years in investment banking. Mr. Wong is the Chairman and Executive Director of Classified Group, a listed hospitality company in Hong Kong.

Mr. Bryan Gaw

Mr. Gaw is an Executive Director of Kerry Properties Limited, a property investment and development company headquartered in Hong Kong, with a portfolio of assets in Hong Kong and the PRC. He is also the Chairman of KerryKidz, a company developing indoor children's playgrounds in the PRC to help promote character strengths in young children.

Mr. Gaw has previous experience in private equity, management consulting, strategic planning and business development. He holds a Bachelor of Arts in Political Science from Princeton University and a MBA from Stanford’s Graduate School of Business.

Mr. Peter Lee, JP

Mr. Lee joined Henderson Land Group in 1985 as an Executive Director and is currently the Vice-Chairman. He is also the current Vice Chairman of Henderson Investment Limited, a Director of The Hong Kong and China Gas Company Limited and a non-executive director of Bank of East Asia.

Mr Lee is a Standing Committee Member of 12th Chinese People's Political Consultative Conference (CPPCC) and was a National Committee Member and Vice-Chairman of the Subcommittee for Economic Affairs of the 9th, 10th and 11th CPPCC. Mr Lee is a Justice of the Peace and a member of the Special Needs Group Task Force under the Commission on Poverty of the Hong Kong SAR Government.
